Yes, all the details in that entry are current. We really work at keeping
the Sites page up to date.
The pads are observing pads in front of the observatory, outlets and all.
Site 3, Coulter Row is great for a wide southern view in the winter, when
there aren't campers just behind the row with their Coleman lanterns.
1 and 2 are in the FPOA area. Check out www.fpoa.net for details, and
membership stuff.
4 as you noted is the SW lot.
Saturday nights from May till October the FPOA has public nights at the
observatory, and that whole area gets plenty of foot traffic then, up to 100
visitors a night. So on weeknights and winters we pick the spots depending
on where in the sky we want to observe.
Joe, also check out the tac wiki for more details, in the FAQ linked to the
left -

Most of all, dust it off, get out from in front of that screen, and come on
out!
