I think he needs docuimentation that would prove that it would
adverserly effect his seeing. He sshould chekc to see if hiks state has
a "doctrine of ancient lights" which says if for a long period a place
has had unimpeded access to light the sun, the moon and the stars that
good cause must be shown for interrupting such access to those lights.
Long ago when I though I could socially and emotionally survive in West
Viginia I set about trying to fdind out if any counties had this. There
are quitge a few counties in Westg Viurginia that have excellent seeinb
because it is veryt dark a night. There used to be joke postcards that
said "West Virginia at Night" and they were just black. The Eastern
Panahandle which was a good place to look at the stars when I was young
is now an exurb of Washington DC. The other problem West Virginia si
pretty much a "you are in the middle of nowhere do what ya want as long
as you donj't upset the neighbors" and "businesses may do what they
please: so some excellent place to stargaze can quickly be replaced by a
Wa;mart that brings in jobsd so u r stuck. I also found the place not
very science friendly. So afgter livinmg there for the first 22 years of
my life I moved first to Boston then to Califonia and it was clear that
thbe Bay Area was much more science and astronopmy friendly in spite of
hadrder hunt for dark skies.
