The problem is that the gov't has to deal with these folks somehow. In order to keep everyone happy they will consider a proposal if the person making it jumped through the right hoops. The government is probably just doing with the regulations require it to do. The regulatory rulemaking process (that established these procedures) is a burden, but it helps keep us from turning into a place like Somalia. I would simply submit comments and let the system take care of the request. Like the orginator said, local acceptance of the name is "very important" to the board. They have to respond to the person that submitted the change, but they don't have to change the name.
