Earth Comet distance at impact: 83 million miles. Light travel time, about
7.5 minutes.

In the press kit:
http://deepimpact.jpl.nasa.gov/press/deep-impact-launch.pdf
it says that Tempel 1 would normally be mag 9.5 . The impact may brighten it
by a factor of 15 to 40, maybe to mag 6.
