The Orange County Astraonomers are a large club (700 members or so) in the LA area. They may have some info for you if you e-mail them

Although I live in the San Francisco Bay area, I haven't been
to southern California for a long time. You might add Griffith
Park Observatory, in Los Angeles, to your list. You might
search the directory of clubs, planetariums, observatories, and
the like, on the Sky & Telescope web site, for other likely
places. (The URL is http://skyandtelescope.com/ -- then mouse
on "resources" and look around.)

If you can find a local astronomy club in the area of your
destination, and can get in touch with them, they might be
the best source of up-to-date local information. (Most of
TAC is Bay Area.) And by all means find a weather station
and stay tuned if the weather seems at all odd.

Driving conditions have of course been weird due to uncommonly wet
weather throughout California. In the LA area, expect traffic
to be bad in general and hideous during commute hours. The
road up to Mount Wilson is a twisty mountain road that will
take much longer than simple consideration of distance would
suggest in the best of circumstances. I have not been to
Palomar.

Sorry to be of little help, but most of my favorite astro-sites
are in the sky, not on the Earth ... :-)
