So what! Every improvement inside of Park's are built by the Park's with
state allotted budget money. We still pay a day fee to use these
improvements such as the Park's trails, etc. Aren't you still paying a toll
to drive over a bridge long after it was built with tax payer bond money?
Improvements require continued capital flow to operate and maintain.
