I suspect the issue with official 24 hour access at FP has to do with
cruisers and late night partiers... Its easier to flat out ban night access
than it is to distinguish between different classes of after-dark activity.
The cruisers could claim they were up there to look at the stars, just
perhaps a bit more boisterously than the typical TACo outing...
