Thanks so much for doing all this legwork and follow-up. Can I summarize?
Each Park Ranger is free to set policy on any un-written district policy. In
our case, astronomy at a State Park is not part of district policy, but a
residing Ranger may allow this activity under any conditions he/she deems
appropriate. On the other hand, a Ranger may prohibit any activity not
covered under district policy.
Any amateur astronomer may set up their scope in any astronomy designated
area without any extra fee other than the $3 overnight fee. This would
include the areas past the Rangers house, and the new observing pads near the
Observatory.
Is that correct?
